Photoshop cursor problem

Sometimes while using an eraser or brush or a tool like that in photoshop, I find that only a crosshair instead of the default circle is shown even when the setting in the painting cursor preference is set to normal. I then would have to go to edit>preferences>cursor options and do a change in the painting cursor option from "normal" to some other setting, apply and back to "normal" again. Sometimes I've to do this two three times. The circle cursor will show up again in many cases. But there are times in which the crosshair always remain with no circle Cursor even after I restart my computer. My fren is also having similar problems. Is this a bug? Or is there some way to fix it?

The idea behind the CapsLock cursor thing in Photoshop is to enable for more precise operation with a cross-haired one.
