Looking for a marketing partner

I own a file hosting site that I'd like to expand upon. I have the funds and development knowledge, just need a marketing partner for help on the direction to grow the site. I currently have in excess of 100,000 users we can advertise to and ~25,000 pageviews per day. It's currently directed to a small market share and I'd like to move bigger. Likely aimed at hosting any file/size/bandwidth to gain traffic and moving from there.

I'd prefer someone with experience advertising sites, knowledgeable of hosting sites, and aware of what would be needed to make the site favorable over the existing competitors. We can negotiate the terms of the partnership.

I would like to know more details of this partnership, not the term but the works, amounts and man power needed for this deal. Before, getting started with the conversation i would like to make sure that i am OK to proceed.

I know nothing in terms or marketing which is why I've never done any marketing/advertising for the site. The works/amount/man power would be determined by the suggestions of the marketer (ie. you) and we can negotiate the terms from there.

I'm completely open to suggestion.
