Hey there, overall nice and interesting idea.
The budget would depend on how more interactive you would want it, if it was straight foward with the feature's it wouldn't cost much or take that much time.
I myself charge atleast a min. $2000 for a working version with a decent backend, since it would take atleast 4 different phases from coding, design, intergration and testing.
If you just wanted the raw-code and a pre-configed database as the platform I could do that in 4-6hours for $500 & you can handle the design/theme intergration on your own as well as develop a admin cp that suites you.
It's not likely you will find anyone who will do the job for you first, since any real professional who know's what he's doing can't afford to waste their time and how you say it (get burned) by not paying, taking the work or outsouring it to someone else.
I do roughly 15+ projects a week, and many each month are basic PHP script's customized strictly for specific industries, but as a long-term developer that's pretty seasoned, the job would depend on if it's just the basic of basic system or a more front/back-end friendly platform.
You might find someone to do it for $50 or maybe a couple hundred bucks but at the end of the day you'll get what you pay for. If you hire a pro, you'll have to take the risk by paying if you expect him/her to do the same thing, & if you only have a couple bucks. . . i would advise trying to do it yourself or put the project in the archives.
Nearly impossible to make money these days or a big project without having capital. Get contracts, Get NDA forms, Get someone who know's what there doing. Great project, im sure any developer would like to have it in there portfolio so check your local area and state for recommend developers.
Shop around. It's not a big job, but it will cost afew bucks, since all custom work needs to be projected. It's been a big thing lately people paying $50-$100 for a project then re-skinning it into something else and selling many many manyyyy copies for $10-$30 a pop.
