Hi Inbound,

The PR7 page was just a 1 page parked domain. It's not the only example but it's the highest PR I've come accross. It was a page with about 10 words total and a link to google.com. This was about 2 years ago.

This is a Google Toolbar bug and NOT due to quality content.
