Does anyone know what the highest CPM program out there is? that pays a flat rate?

1. yahoo. double of google payout. require 100k page view to participate.
2. google. 78% advertising earning paid to publisher etc. CPM easy.
CTR very difficult. And risky 'invalid Click" then ur account is closed.

probably no CPM. only CTR. havent 100% confirm on this. still new.

i use google. but CTR never get a single cent. maybe u can come an test clicks... heheheh... then i tell u it works or not.

me from malaysia, probably the click not get paid if advertizer select viewer from US only. etc.

Whichever CPM program you choose, if your web destination happens to be attractive, you may want to advertise it (for free) with AdBrite.

Once you're listed, you can ask the amount you feel your web site is worth. If advertisers like your offer, this could get quite lucrative for you.
