first, you need to give us some info:
what is your company selling?
profit margin?
do you want to manage the operations of the affiliate program, or should third-party provider do that for you?

Ok, if you want someone else to run everything, then you have several choices: commission junction is the biggest one and most well known. but they are also the most expensive third party affiliate provider, as far as I know. another one is called linkshare. I think that they are far less expensive. They are also others out there, but I don't remember them right now.
Now, the difference between the two companies is that cj.com is much better known and has many more affiliates signed up, but you will definitely be paying for that.
Will it be a success? well, you should also actively try to find affiliates, especially so-called superaffiliates, who will add tons of sales to your comapnies current sales. Usually, an affiliate program is well worth it because you have others selling your stuff at no extra cost to you, but if you can't get any affiliates, then the best affiliate program isn't worth very much. You have to think about how big your market is, what sites could promote your products, etc.
I don't know your industry, so I can't make any recommendations, but I can tell you that an affiliate program can add tons of sales, if done well and being able to signup good affiliates, but can also flop completely, if you can't get any affiliates.

I know that linkshare is pretty cheap at like $100 plus 20% on top of what you pay for commission I think.
But, if I were you, I would ask these companies for pricequotes so you know exactly how much it costs.

I found an affiliate program that serves the Top 5 affiliate programs on the net. Its very creative and I have been making money for over 2 years now. It does take some work and promotion but if you stick with it you too can be successsful. Find your niche!!!!

Good luck!

I would suggest running the affiliate program in house. I know some shopping cart programs like 1ShoppingCart will do this for you. Check them out at www.1shoppingcart.com
