There are different levels of broken.
If you can track your conversion rates install it and see if it helps or hinders you. Not having a secure site in some instances can turn off users. Too much security and hassle can also scare off users.
If you have to be able to answer the phone number your card is registered at to place an order then I can see it hurting you. If you can put in any telephone number, as you may be at work, or at a friends, at a public library or internet cafe then the whole idea is pointless anyway.
