How to post article in websites like this? And is it worth to post?

I have prescribed to google alerts for one keyphrase.
Each day I receive google alerts about websites, that contains the key phrase.

And here is one webpage http://pass4rx.com/a-number-of-advan...ping-services/
Webpage contains link to one other website.

Many times I have seen webpages like above (pass4rx; design is different, content also different, but meaning the same - website that contains many articles on various topics and each article contains external link) and in all these webpages I see link to the one other website.
The other website (domain) is new and for one high competition key phrase the website is in Top 20 google search results.

So my questions
1) is it worth to submit articles in websites like pass4rx?
2) if it is worth (i suppose it is worth) then how to submit article in websites like this pass4rx?

You need to be careful on what sites you post your articles on, due to the differences in niches it would be hard to explain to you what type of site you should be posting on without getting self promotional so I will leave that alone.

How to submit to sites like this - You content the website owner and ask if they allow guest post or if they would be willing to republish your content.
