Try any of these:
-Social Media ( open accounts on facebook, twitter, google+, digg, etc.)
-Research relevant and most searched for keywords (on google keywords) and include them in your site, in a smart way of course.
-Contact online publications that may be interested in publishing an article on your site.
-Ask your friends to reference your site in their websites or blogs
Good luck!

There are actually a lot of SEO pro's who stop by this forum from time to time and even lurk here everyday. It's free to get advice on a forum.
Any tips for the thread creator?

I think for new sites use facebook and twitter and add your site link with little description in your signature of forum.

I've been using a combination of:
1. Press Releases
2. Article Writing and Link Building
3. Some Video Marketing
And....a lot of Pay-Per-Click Ads.

One thing I have not had a lot of success with is Facebook. I tried their PPC ads with terrible results. Very expensive with weak traffic coming to our sites.
I setup some fan pages with better results. One of the cool things about Facebook is the change they made to fan pages that allows you to grab "keywords" for your facebook fan page.
For example, I have a travel website that we like to call a "Travel Search Engine". Well I setup my facebook page about 2 months ago and after only 25 likes you can change the URL of your facebook page. We now have this page with our keyword on the end:
https://www.facebook.com/TravelSearchEngine
It does show up on searches for "Travel Search Engine" and we get some traffic from it.
This is the best thing we've seen from Facebook.

I like the press releases idea. But it may cost $300 for the first blast on PRWeb.
Second, Social Media is more important now with Penguin. So FB, Google Plus and Twitter are all great tools when used right and non-fraudulent.

You're not seriously suggestion safelist are a way to market a site are you ? That is one seriously out-of-date marketing method that has never been useful (This is my personal opinion that I know some will disagree with but to each his own). Most of the people on these safelist are there to sell something and not buy.
You can have 100,000 on your list, if none of them are buyers then the list is worthless.

Basically the best way for promoting a new site is to adopt SEO strategies it makes the site more visible in search engine and brings more and more traffics towards the website through the process of link building.

Two steps, 1- in-page SEO, 2- off-page SEO. As for the in page, things like speed of your site (check the Google speed test), meta tags, choosing www or non www version of your site, don't do keyword stuffing. Unique content for every URL of your site, making sure URLs ending with / or without /. As for the off page, get links from same niche sites to your site. Social networking is big now, Google plus, Facebook and twitter are must have. Directory, article, press release, bookmarking and continue doing all of these everyday. Best of all is to have a great site that every thing comes totally natural.

If you want to build new site you can do these steps:
1. Research keyword. Search the best keyword (low competition but high searcher)
2. Post 1-2 article/day
3. Do SEO OnPage to your article but you mustn't do over optimize SEO onPage.
4. one by one of your article, give backlinks or increase your SEO Off Page. You must do slowly and regularly.

Here are some ways
- Find some site-promotion type websites and create some announcements (bumping it when allowed to keep it towards the top)
- Promote it from your other sites if you have any, telling your userbase about it - they may be interested!
- Facebook, Twitter, g+
- Create videos about the niche and 'sponsor it' by your new site
- Offer a local non-profit 50 cents for each like you receive from _date_ to _date_ ... let them get the word out for you..
- Hire a good seo company that a friend had recommended
- use $100 free adwords (if eligible) to promote it
- Write some articles and blog posts about current events in your niche 2-3 times/week on your new site for search engines to index

According to me best method of promoting a website is by commenting on blogs related to your website with your website link and posting on forums. Article marketing is also very good way of promoting your website.
