Do you have any friends/family members who need a website for their product/service/business? If so, then you may wish to consider building a few sites for free, adding a backlink to your own site each time. Building up a few backlinks will help.

Start a blog and update it with contents helps you to get traffic and leads for your website.

You should also share your blog articles in social media channels to get traffic. ontent marketing is an essential strategy here.

If you have marketing budget, go with Google AdWords and Facebook Ads. These 2 are easy to start with and bring targeted leads if the targeting is right. You could also partner up with 3rd party agency which they send you leads with some cost.

If not, you can get your leads from niche forum, social network group, and job posting site.

Also, create a blog on your website and start writing good related content as part of your content marketing strategy. It take time, but once pick up by search engine through SEO, you'll have residual free leads coming to you.

dont start with ads for now... it will eat up your budget before you know it and it will give you most probably close to 0 results if you just to plan do it without understanding.

My advice would be to go to local buy/sell groups on Fb and offer there free websites where they'll get free design, they just need to pay for hosting and domain name... do one design that could be easily costumizable and sell your profession design on a follow up call/email whatever.

people made that way tens of thousands of $ in a month... that's your central idea how to put your foot in doors... now use your imagination and forum to expand it.

Why don't start with freelancing platforms such as Upwork, Freelancer.com etc.

I know initially you would need to be hyper active there since you won't be having any rating associated with your profile and might need to keep your rates a bit low as compared to the other established members there, but once you land some opportunities you can then update your rates and can also ask your clients to refer anyone from their network who needs your services.

I have some friends in web design industry whose business is growing a great pace from these freelancing platforms.

Few ways:

Referrals -- talk to graphic designers/etc to try to get them to refer you business for a %
Cold call/email - self explanatory
Fb ads/Adwords.
Job boards (upwork, etc) as stated above
