I wouldn't recommend you buy traffic. I do however recommend you concentrate on building free search engine traffic by optimizing your website. That will take time. I don't have the statistics on hand, but I've heard that pop-ups, pop-unders are ineffective.

I think pop ups or pop unders are effective compare to banners. While considering search-engine, it is very effective if it is on Google, but it takes forever to get to the top ranking.

To have immediate impact for advertising, I would suggest pop unders, and for long term with brand name company, I would suggest search engine.

It definitely gives you more traffic, since pop ins cannot be blcok, and have a very good click ratio as I know.

I see it as how do I want my company represented. Do I want to be seen in a pop-up? I relate pop-ups as desperate means to get attention. The last time I clicked on a popup was well a long time. Plus I block them just like a large percentage of users do. If you are really serious about that type of adverting you may consider going with a product by Armand Morin called a PopOver.
