Are there any particular ways to market Template sites? Are there any TEmplate directories?OR niche markets?

Go to their forum, Ifyou sell template fo vBulletin joining all vBulletin forum and offer what you can sell on there

Participate in the webmaster forum with template category. Create a blog with the list of your template and try the affiliate program. Add features on which they can choose template, customize , tutorials and add resources to web site template directories just like http://www.websitetemplate.org/Directories/.

Offer free templates! Its a way for people to see your designs. More downloads of your selected themes.. and you have have backlinks (I tend to see the footer as to who designs a webpage)
