The best way to establish some decent posts is to hire forum posters or maybe do link exchanges/buy links on related websites so that people are more likely to go to your forum and sign up.

I don't think a moderator willl get chosen easily until you can establish they're trustworthy and won't just start banning people for no reason.

You'll have to be your own moderator for now, I'm afraid. Unless you want to spend money hiring one.

Use appropriate method to avoid bots to register / post
like image verification, email activation, etc.

Hire 4/5 moderators or 20/25 forum posters,
Start link exchanging with other forums,
Start interesting & useful threads, etc.

Be different. There are millions of forums on the internet. You gotta offer something others aren't. For starters, you need to have a few good members who post appealing content. If you can attract people to you site and they see little activity and nothing worthy of reading, they click off right away.

You can try to attract people by posting on movie forums and being really intesting and have a link to your forum to try to get traffic. Don't blatantly try to steal people though, just attract them.

Skin

Not really my cup of tea, I do not really like the color. Is it a custom skin? If it isn't I would get one made, something really eye catching and good looking to everyone that sees it. People will go to your website and say, "Oh I have seen a Movie site like this before, nothing special", what you want them to say is "Wow, this looks new, lets see what it has got".

First Impressions

When I first looked at your forum you see that Bookmark sign, relax already people have just come and you want them to Bookmark, instead there should be a little Introduction and Welcoming to the Website. It is a bit of an Introduction, but it could be better, include something like, "Welcome to NewMovieForums", to start it all off.

The Flashing Popcorn is really annoying, its weird just seeing all those colors. It may just be me, but it causes a strain on my eye and I can read that text above it anyway, with that flashing every second. If it wants to flash, do it every few minutes or something.

Webmasters Section

Webmasters Forum in a Movie Forum? I do not really see the need in that, people have come for Movies. It does not look very popular either.

OKAY LESS OF THE REVIEW AND ONE OR TWO TIPS MORE ON MARKETING:

Reviews:

I would add a Reviews Section on the Forum somewhere and pay someone to write the latest Movie Reviews for you. People will search them on Google, those new Movies and your forum may come up there. Grab that addition traffic and get noticed more over the Search Engines.

Moderator:

Instead of that massive Forum Name, while looking for a Moderator, call it something simple like Mod Staff Applications. Some other of your titles drag on a bit as well, I would look to change these to get to the point quicker.

Find some active members on your Community and maybe offer them the position for Moderator, instead of doing all the looking and applications. Applications is very old fashioned to me, I like to Hand Pick who I choose for Staff.

Make sure before you get your Moderator, think of opening a Staff Moderator Forum, just for you and Moderators to contact each other, if you have not done that already. Also make sure you include a few guides and tips on how to carry out there Duties.

Thanks

I hope you read this and learn a few tricks and tips for your website. You do not have to do them all, do what you want, you are the Admin. If you need any more help, feel free to PM me.
