$10,000 to invest in marketing campaigns, what would u do?
my target is to get like 10,000 'free uniques daily' no ppc (adwords, etc), what would you do?, lets say the new website is a free web directory

1) Buy some quality backlinks.
2) Add a lot of content to your website (articles related to web directory, web marketing, etc. You may use your $10000 budget to get paid submissions), maybe in a subdomain of your main web URL. This content will get indexed, and bring in search engine traffic forever. In every page of such articles, have a backlink to your main webdirectory.

I'd go for the same strategy as Bluecircle suggested. This is a good budget you've got there and if you are not careful how you spend it you'll end up with nothing. Backlinks alone, especially paid links, will not do the trick. As you probably know Google penalizes paid links, or it gives them no PR weight.
About adding content to your website: that's a good idea. Hire a copywriter and make sure all your content is unique. If you browse the forum you will notice enough warnings against duplicate content so it's in your best interest to listen to them, especially since they come from real SEM professionals.

I would hire a really good writer to write some excellent articles and then submit my site to 50 of the very best paid web directories. Red Dog, Google doesn't penalize paid links, that is complete baloney. Google still honors high quality listings in Directories as long as you are not link bombing/farming to crappy, spammy directories.

Dont go to big to quick, the site must grow organically, especially while it is the magic sandbox, or at least until the main pages are indexed.
If it gets big overnight, and has 000's of links quickly it will get nailed by some of the SE's.
$10k isn't that much, split the amount over 12 months more in the first few and less towards the end.
Get some nice content that is relevant to the directory sections, invite people to add there links via forums etc.
As a programmer I would say try and build a function in to your directory that is different than other directories. More refers/better reviews, will get their url higher up the list? You need to copy how google works or anything but a gimmick (that works) will always get people coming back to see where they are, or they will generate traffic the directory themselves to raise their list rank.
goodluck if you are doing it, with the money I would probably buy myself a new laptop to build the site on lol
