Well to start a new webmaster forum would be entering a competitive field.
You'd already be competing against this site .
What often happens is that since a forum looks dead a potential member won't register.
So you can hire forum posters and hopefully have the capital to heavily promote the site.

That being said, I know for a fact that there are people who would love to be involved in a place from the get go. So if you can find some people who are like that then you've got yourself a nice core member group.

Why would I go anywhere but V7N? Well, aside from sucking up to the controllers, it's a serious question. Do you have anything to offer over and above the other webmaster forums?
I like Errorforum's recommendation of having it well optimized to start with. High ranking with the search engines will attract people who want to use their profile and signature links to build links to their current projects.
But seriously, why would you want to compete with V7N? Is any other forum really necessary?

Yes, there are reasons to go other places. And they are to get different opinions. I visit at least 3-4 webmaster forums pretty regularly when I have my computer.

Not quite sure about marketing. It may not be that much easy to reach target audience as well. Someone has suggested to pay incentives or run contest. Contest is a better way to get new members, I suppose.

Agreed. I normally don't stay with one webmaster forum, it doesn't matter how low your ranking is, I will be there as long as I can learn something new.
Why should just stay with one forum? You will miss something might you looking for in another webmaster forum. Still, v7n.com is my favorite webmaster forum.

Any suggestion will be appreciated.

Hi there!
With regards to email campaigns, be sure you generate the emails yourself. Don't buy out thousands of email and use it for your campaign, you can never be sure if you are really targetting your market. Acquiring emails from forums you actively participate in and contribute could be a start for this.
Make your email as informative and as friendly as possible - this is the single email that might brand you as a spammer so be careful with it. Make it as concise as possible. An email that would further educate your recipient might just do the trick. If he finds your email very useful and intriguing, he might just want to visit your site.

A good way to grow an e-mail list is to offer white papers. Write or obtain an authoritative article that would be useful to your target audience (5-12 pages). Let people enter their contact information on a form to get the article. To be completely polite about it, you can give users the option to opt out of future e-mail announcements while they are filling out the form.
You can use SEO to get people to the page offering your white paper. You can also pay groups like MarketingProfs.com to e-mail your free white paper offer to their membership.
