I never signed up for it, but I have seen video ads in my AdSense ads. Do you have to sign up for it to get them?

I signed up with them and... it is really bad.

1) Not a lot of sizes to choose from, it does't really fit page like you want.

2) Click rate way lower than regular ads.

I don't know if this is available on my country. I was about to add this few months ago it said, We are not included.
