I have a site that delivers traffic - but it is done by the members who are advertising their sites as well.
We don't promise thousands of hits a day, but you can get hundreds - and they are actual people seeing your site.
I would be VERY careful about buying traffic though - find out where it is coming from. Is it popunders, pop-ups, BOTS, autosurf... there are lots of nasty things out there - but there are a few decent things out there too.
About the non-targeted traffic - well, it is quite simple to actually target your traffic if you are using a site such as mine (a manual traffic exchange). You need to think about what it is that the people who are viewing your sites are looking for - and then work out how to allow your site to give it to them.
Use fast loading, straight to the point pages - and you should get a pretty good response, no matter what your niche.
The only time that this doesn't work very effectively, is if you are selling a local product - like, fresh bananas in Queensland, Australia. Not many ppl from the States will be able to access the product.. lol - but if it's something online, then there is always a way to reach the people.

P.S. Just a last note on traffic exchanges - you can't promote sites that are displaying adsense on them. It will result in your adsense account being banned, and as a result are not allowed in rotation at
