A gallery is a showcase of well designed sites: think CSSMania.com, CSSHive.com, etc. These are galleries that inspire web desigers to build good sites. They don't offer the service themselves.

There is an about box on the site that is pretty clear. . . (though I'm starting to wonder).

Hmmm, sounds a good idea to have a design showcase. Well, you can add reviews to some really top quality designs, and submit those reviews to social bookmarking sites, generate feed for reviews and submit to feed directories, participate in some designers forums, visit blogs reviewing designs and have your say there. These are some free techniques.

Coming to the paid thing, buy links in quality directories and banner space on some high traffic targeted sites.
