You make a good point, however, I do purchase traffic as a part of my overall campaign strategy. I know it comes from a good source, because I own the service.
When purchasing traffic, I want that traffic to boost my search engine rankings
( Better known as Branding), make sales and build my optin list.
I explain to my clients that when purchasing traffic or any other service for that matter, if you cannot reach them on the phone, don`t buy....
As for who to look for in the traffic arena, go to Goggle and search for expired domain traffic or redirected traffic.
