I have never used a forum submitter but i post on advertising forums manually. Sometimes i stay on each forum and welcome new members. Meanwhile i'm doing this, i have my forum or a business links listed in my siggie. (Free traffic)
Sometimes i get traffic or even sales from links in my siggie. Just contribute to forums besides advertising on them and build up a good reputation.

Forums are a good way to start but you need to contribute first. Next try Myspace, Facebook and Twitter, these social sites are not Marketer friendly though. Even though social sites are free, they are a community so you need to act accordingly and again contribute. But of course you can post links back to your website.
Bookmarking is another way. These free ways of spreading the word about your site takes time but builds up big.
Focus your efforts on building your own list at the same time. You can then email them down the line with relevent quality information which will help them in what niche they are in.

To generate free traffic with the methods I explained in my previous post, you also need to know how you actually set up the accounts as well.
Myspace, Facebook and Twitter are not marketer friendly and you need to act accordingly and buils up relationships and contribute. Of course links back to your website can be added. I use certain tactics that are in some free videos I have on offer that show you how, from the website below.
Also list building and the general know how of how to set up websites, FTP, keywords and optimisation are shown to you in detail.
Unless you have spare cash lying about the free methods are really good for traffic generating as explained above:
Forums
Social networking [Myspace, Facebook, Twitter]
Video sites
Blogs
Bookmarking
Search engine submitting
If you can find out how to do all these free traffic methods [especially for free], it's a great start.
