Execution of social bookmarking website
Hi, I am about to launch a new website that will be using so called "Social Bookmarking" paradigm. My questions is to those who have already dealt with such websites before and was promoting it. I want to hear some good opinions and suggestion on what should I do in order to catalyst my tool overnight. I have a small budget for up to $20,000 for it.

Money will drain fast if you don't use it properly. Think first, layout a plan.

You can reach webmasters by having reviews from popular blogs. That helps a lot. But I would suggest staying away from small blogs; thats kind of waste of the money.
