It depends on your expertise.
If you can write interstesting material for your readers, start blogging.
If you are good in Internet marketing, you understand about SEO, start an SEO company.
If you can't start a business yourself, start serving in the online marketplaces like oDesk, getafreelancer or elance.

If you have a zero budget, you need to make up for that through effort. The good thing about the internet is that there are many promotion techniques that are free - submitting articles, forum marketing, social network marketing, submitting videos to the different directories are all free.

If you mean 100% free - then you're not able to host your own site or get your own domain name, which means your opportunities are limited. People also don't take free sites too seriously (IMHO), and hosting on free platforms like blogspot are risky (several years ago, I lost my blogspot blog which had a lot of backlinks and content - would never have happened if I used my own site).

Setting up rich content sites in good niches is a good way to generate free income - pick a solid niche which has financial muscle and set-up various affiliate, pay per lead and Adsense ads targeted to your content. Then promote, promote, promote.

It depends on the kind of online business you want to put up. If you plan to work on your own then that would do. It might take some time. But if you intend to get the help of others in creating/promoting your site, you need capital.

If you want quality, you should at least invest on it, otherwise you can't complain for something free.

To start an online business for free, first of all you need a blog. create a free blog and start practicing seo, when you start getting visitors you can then use it to promote your affiliate links or add google adsense to your blog. But it is not easy at all, it takes a long time.

but there are other ways you can make money online i.e freelancing, taking paid surveys but i cant recommend any of these methods for someone.

I also think you have to invest a bit in your online business...at least for the web host. There are cheap web hosts ($4-5) that offer high quality services.

In my opinion you have to treat your online business like a real business. You have to invest a bit in order to make it successful.
