From the buyers point of view, paypal is better. Buyers are well protected in case the goods are not delivered or different from that ordered. You can easily recover your money in case of non delivery of the seller.

From the sellers point of view, paypal is inferior. Once a buyer files a dispute, sellers paypal account is frozen together with the money in it.

I have never used checkout either as a website owner or as a buyer but i read that it is PCI Level 1 compliant and built around the latest and strongest encryption standards. So transactions are secured. If you are a website selling products, checkout is good, there is no minimum duration and no minimum billing.Checkout's pricing is at par or almost the same as Paypal.
