The indians wanted to live in reservations. and some don't and leave it.
this is by far better then what the australians did to their natives.

The only laws that can stop you from building out side of the city limits is
laws for conservation, so I would say you have a good law suit you should
process on the town. if they can't prove that there exists a law on the
records for tha sake of conservation, then they have violated your rights.
also I don't think land is for sale on any land that has been set a side for
conservation.
