Having lived on Maui I saw the damage years of smoking maui wowie had on people and having survived high school and college life I've seen how it affects peoples ability to drive safely.
So I don't think people should smoke habitually as it does do damage and probably puts others in danger in some cases.
Having said that, I don't believe any government should be afforded the right to tell a human that they can't smoke something that grows out of the earth. It's a plant and if someone wants to dry it, light it, inhale it, who should have the right to tell them they can't? I think their parents are the only ones that should have a "no" vote up to adulthood and no one else.
