Rankenstein where did u hear that india has been passing nuke secrets out to muslim nations? All they do is battle with pakistan over kashmere. I would think passing nukes to its neighboring muslims nations makes no sense to me since they are bitter enemies with them.

Frankly I wouldn't let a Muslim nation develop a nuclear weapon if I could help it. And India, as I understand it, has been sneaking nuclear secrets and material out to other Muslim nations. Even though I despise Dubya I could not easily picture him using a nuke, not even 'just one of those small tactical ones'. But I can picture him thinking about invading Iran all right.

Not what I had in mind. The city example was just to indicate possible scale of effect. I was thinking more along the lines of a discovery that would upset the very laws of physics and provide a solution to counteract the effect of a nuclear reaction all over the world, for example. I could live with that.
