In Asia, particularly in India, all nursing mothers always carry a towel. If the baby cries for milk, mother covers the baby and her chest with the towel then feed the baby. No dignity issues involved here.

I think that it's a good idea for mother's to carry a towel and use it during breast feeding. In my mind then, there shouldn't even be an issue of whether or not it's alright for mothers to breast feed in public.

The second article suggests that 90% of children can have their intelligence increased just through being breast fed.

A single gene influences whether breastfeeding improves a child's intelligence, say London researchers.
Children with one version of the FADS2 gene scored seven points higher in IQ tests if they were breastfed.

But the Proceedings of the National Academy of Sciences study found breastfeeding had no effect on the IQ of children with a different version.

The gene in question helps break down fatty acids from the diet, which have been linked with brain development.

Seven points difference is enough to put the child in the top third of the class, the researchers said.

Some 90% of people carry the version of the gene which was associated with better IQ scores in breastfed children.

I don't see a problem with it if it's done with discretion. You don't have to whip the whole armament out to feed, keep it partially covered, use a baby blanket and feed away, geez.
