This one always befuddles my squishy brains: you don't want to legitimize terrorism by negotiating with it, but by not negotiating you don't legitimize it and potentially open the door for more violence. Catch-22? I chase my tail on this one often. Ruff ruff! Come here!

If a group that uses violence wants full control of a country then how does one negotiate with them? If they seek to overthrow the entire system and are killing people to make their point, that sounds like grounds for war. Of course, this can make things worse for everyone. War sucks. But some groups can force a civil war by their very existence and actions, so where's the line? Negotiations seem like the best place to start. If those break down, then try again. It's usually pretty obvious when two sides cannot come to a mutual agreement, so the line should become fairly evident as time goes on.

A hard hard issue... I can't imagine having all of that so close to home...

You cannot negotiate with someone holding a gun to your head (figuratively speaking). They have to agree to stop using violence and negotiate in good faith first.

You can talk about talking though, to lay down the ground rules and work out the agenda. (This is best done discretely behind the scenes, perhaps by a third party as go between, neither side wants to show they are talking to the enemy after all.) But the real talks cannot start while the violence ensues.

In most respects this is what happened in Northern Ireland.
