You cannot negotiate with someone holding a gun to your head (figuratively speaking). They have to agree to stop using violence and negotiate in good faith first.
You can talk about talking though, to lay down the ground rules and work out the agenda. (This is best done discretely behind the scenes, perhaps by a third party as go between, neither side wants to show they are talking to the enemy after all.) But the real talks cannot start while the violence ensues.
In most respects this is what happened in Northern Ireland.
