It is a bill to ask the treasury to STUDY the possibility of replacing gasoline tax with mileage tax. It is worth the study because when you have electric and natural gas powered cars using the same roads, they still produce wear on the on the roads and bridges. We absolutely should study this.

Sorry I don't see the relation of what you said with the mileage tax attempt. Also it would be much better to back up your post with a link source.
