Is Google Testing The Penguin 4.0 Algorithm?

We have noticed a spike in traffic on one of our websites yesterday, and couple of keywords are acting pretty random last couple of days, it might be it, but I'm not sure.
We'll continue to monitor it. I don't know if anyone would be able to pinpoint the Penguin testing on their website. Actually, the more I think about it, I'm more convinced that's not it...

Google Sending Recommended PageSpeed Update Available Notifications
 
Anyone got one of these notifications?

The notification being sent out reads "Google has detected that your site is currently running PageSpeed < 1.9.32.14 or < 1.10.33.7, an older version of PageSpeed." The subject says "Recommended PageSpeed update available for siteURL.

It goes on to say, "outdated or unpatched software can be vulnerable to hacking and malware exploits that harm potential visitors to your site. Therefore, we suggest you update the software on your site as soon as possible. Following are one or more example URLs where we found pages that have outdated software. The list is not exhaustive."

It then goes on to list some URLs and recommended actions...

i have seen a increase traffic on my site for at least 4 new keywords i had started optimizing them since 4 months now. if google really tests panda 4.0 , it has been a good upwards for me.

The Next Penguin Update May Be The Last

It's not the last google algorithm update ever, it is just "the last Penguin update", supposedly.

And everybody is waiting for D-Day when Penguin 4.0 will be launched, but I think that it has been rolling out slowly and being tested for quite some time. I don't expect to see some major change when Google finally announces launching of the Penguin 4.0 though, there will still be spammers and black hatters ranking their websites everywhere.

When I search, for example, for "[enter color] [occasion] dresses" and I don't see crappy websites ranking on the first page with no contact information or customer service, but with 1000 spammy domains pointed to it, then I'll believe it.
