But what about billing software, which one do they provide?

Not sure about the high reputation, but webhostingbuzz.com makes an impression of the stable company with high resources. Prices attract, specs are also look good... I think this company is worth of trying or at least contacting to know what do they use for billing.

Returning to the OP's question, I can say that webhostingbuzz.com has recently launched the new reseller plans, making them more attractive for customers. I think you coulld look them up again, if there is still any need.

The companyu make an impression of a really good and stable host, so I believe dealing with them would be cloudless.

Probably the best reseller deal out there right now is innohosting.com. They offer whmcs, ssl cert, legal doc's, templates, and really good support. They are offering a free account upgrade on one of the other web hosting forums.
