Mod_layout
mod_layout is an apache module that must be installed on the server for the script "iPanel" and other auto-account creation programs that interact with cpanel/whm, to enable forced ads for free accounts

Have you tried calling or e-mailing some of htem to ask if it's installed? That's really the only way you wil find out.
I will suggest iMin Reseller I use some of their services and have gotten top-notch support. I`m not sure about mod-layout you could ask them and they will help i`m sure of that.

Perhaps you should get a VPS and setup mod_layout. Most shared web hosting companies will not allow you to setup free hosting services on their servers.

Hi, you may have a look at ahosting.biz reseller plans. You can choose the disc space and bandwidth, and then talk about the installation of mod-layout to the admins, they'll do that for you.

Not many webhosts let you install mod_layout under reseller account.
The best option is get a VPS and you can install mod_layout for your ipanel script.

As far as I know Webhostingbuzz.com provides Apache handler. It's written:
