I suggest, since you are just starting out, that you get a reseller with atleast 2-5gb disc space, and 30-50gb bandwidth.

For the ease of use I suggest using a host that has cPanel installed on their servers. Not only is it the most selected CP by other suers, it is just easier to work with then the others I have used.

If you are not very good with managing servers, I suggest you look for a company that offers "End User Support". What this means is that the company you get the reseller from will handle all of you're clients support tickets, anonymously. This frees you up from HOURS and HOURS of handling support tickets if you're business goes well.

As for the billing system, alot of the hosts that offer end user support will also provide a free billing system. But, if they do not, I suugest you get ClientExec, as it is the most functional while still remaining extremely user friendly for beginners.

Good luck to you!
