I hope you're not looking for 95% uptime because frankly that is not very good. Each .1% is 45 minutes of down time so if you do the math your site is going to be down quite a lot. I'd look for a host who is offering in the range of 99.9-99.99% which is a much more respectable uptime.

Yes,
If you are looking to resell web hosting, you will need a lot more Bandwidth, and Disk space.... customers will want a lot more than that!
