Most people prefer this couple: WHM and Cpanel. Not sure if they best but they are veru\y popular

WHM/Cpanel is a popular web panel.

But there are others like Plesk, Hsphere, Lxadmin, Directadmin etc.

Each has its own advantage. Ex: Lxadmin and Directadmin are light weighted and good with basic functionality. Cpanel is also good and with many features.

I agree with you. they are popular ones, but most people use WHM/Cpanel.
