Reliability and Support are the most important factors. For more info, check out this reseller forum:

A web forum specific to resellers is spam? I've posted links to this place on their forum without it being a problem...
Sheesh...

Uptime would be a good measure of reliability, but get opinions from others using the reseller.

Reliability = uptime + response time + server speed + mysql server speed (if u use mysql) + ...
Support can be measured by how quickly they respond to your support issues and how long it takes them to actually resolve them (and if they actually resolve them :-). You also want support to be friendly and knowledgeable. 24/7 support is a must.
After you develop a list of hosts with good reliability and support, you can consider plan features, server specs, price, etc.
Your best bet is to find a forum specific to resellers. There you will find resellers, reseller hosts, and feedback on service and support.

Whether or not the reseller suspends account on over usage or lets you get billed. Suspending accounts can be harmful to all customers if one of your customers uses too much. Though many web hosters do not allow over-charges for first month clients since they have not yet established whether or not they're good customers. Unlimited domains are normally provided by most resellers. The best thing to look for is how much support they are willing to give to your own customers, if any. And whether or not their plans can be flexible if you need to expand.

I would say first you must consider uptime, then speed, then how much you're getting, then price. You must think of the customers first. When buying new reseller hosting, we ping all the hosts and already cut out anything that we deem as not fast enough for our customers. We then check their uptime, and most of them are usually the same, so we test this second, even though it's the most important factor. If any of them are a little behind, their cut. Then we see what we need, as far as bandwidth and web space, and finally what the price is.
All servers that are any good, should have PHP, MySQL, Cpanel, etc. All of our servers have cpanel, and we always keep a little extra space open for adult sites on our "adult servers."
I hope this all makes sense

the most important thing to me is domains and subdomains... usually clients only need a handful of POP and the space hardly is ever an issue. one nice thing about some resellers is that if you do need an extra 200mb or so... there's a set price (like $5) to add more space...
I used to be attached to LFCHosting's reseller account. They actually let you format there CPanel page to look like your own company, so when you gave one of your clients access to the CPanel, they wouldn't know it was LFC. Kinda neat idea.
