Both on-page and off-page are important for SEO. Of course if you're starting, it might as well do on-page optimization like meta tags, link building, keyword analysis and a good content. After that, off-page may help you support your site on traffic, backlinks and reputation to have page rank to your site.

Some important on page SEO is to use your keywords right.
Put them in your page title, headers, bold italic underline -text and in your links on and in your first part of content. Also having your keyword(s) in the url is beneficial.

You can compare each other techniques to another one.. Both have their own.. roles in optimization..
can't work alone..

Hi,
grishamist is right,
in SEO ,20 % onpage and 80% offpage optimizations will be helpful for a good promotion
So need to do more off page optimizations, but Onpage first completed then start off page

On page optimization is what you do with your web page like creating META tags, ALT tags, good titles, headings, static sitemap page, anchor texts, user friendly site navigation, good content, etc. These are the ON page optimization factors.
The OFF page optimization factors come into picture after the ON page is done. These are directory submission, article submissions, social bookmarking, etc. or you can say marketing (promoting) your website on the internet.
Both are very important for any website....
All the best...Hope this helps..!!!!

On page SEO is what we do on your own website like -- keyword-rich content, adding title tags, adding Meta descriptions, adding alt tags etc
Off page SEO -- link building, article submission, social bookmarking, forum posting, blog posting, comments posting etc etc.

Both are important. It is advisable to begin with on-page before starting link building techniques which is part of off-page.
