will have a much larger effect on the SERP then proper anchor text. The two in combination with each other will have even a larger effect.
But in most cases we as web developers do not have complete control over the anchor text that is used to link to our site. The links that we can control, we should and must optimize them for keywords, but many links we do not have control off and in these cases we must just accept the link as is.
