if there is a bunch of thousands links, which are useless or can call a spammy links... I would prefer a 1 single and high quality and relevant link instead of those dump....

This thing was always as by new SEOs. We always say Quality rather than Quantity but can we do it both?
Do lots of Quality works.
Quality + Quantity = Best Work!
Both are good factors to be consider but it will be more effective if we use it on a proper and professional way.

the number (quantity) of quality links are important.. so i'll go for both. i just cannot choose only one because they are complementary variables.

I've read that since you can't always control who links to you, search engines never penalize you for low quality links. So I take anything I can get. It's definitely a more productive use of time to pursue quality though. I wish I knew how many PR1 links equal one PR5.

...oh and I keep reading that links from relevant sites are important. I'm not sure I buy this though. I can definitely see that having your keywords in your anchor text is important but does google categorize every site by genre and then determine if sites match? or does it look for matching keywords beyond just the anchor text?

I shoot for the quality link backs. Quantity will matter less and less as things progress

so I have a question for you guys, since some consider forum signatures as a way to get backlinks... is posting the same answer to one question even though there are already a bunch of other members who suggested so with the same explanation, some no explanation, a quality way of getting backlinks or its just in quantity?

Well, We consider your forum post a quality if it is relevant enough and not a redundant in threads. In my own opinion, if its not, i will considered it as quantity only.
Keep on posting useful and unique messages in forums.

Search engine optimization (SEO) is the process of improving the volume and quality of traffic to a web site from search engines via "natural" ("organic" or "algorithmic") search results. Usually, the earlier a site is presented in the search results, or the higher it "ranks," the more searchers will visit that site. SEO can also target different kinds of search, including image search, local search, and industry-specific vertical search engines.
