If I'm going to pick only one... no doubt, I'll go for QUALITY. But it would be better to have them both... I mean, to have more(quantity) quality backlinks.

Quality of the link back to site in terms of IBL, I would choose quantity, in terms of quality in terms of the position of the link on the page of the other site, relevancy of the page of the site to mine and exposure of it to potential visitors, of course it would be quality...

I take quality over quantity any day. In link developing I think you should have 2 objectives gain a backlink and gain traffic from the backlink.

If I have a site that relates to food I rather have 1 link from another food site then 5 from a pet grooming site. Will the 5 from the pet site give me more back links? yes. Will the 1 from the food site give me good traffic in addition to the backlink? FOR SURE!

traffic can be generated if the content contains high quality. High quality content can beat other higher quality contents through popularity. Popularity came from more high links to it. In short they are all directly relevant to each other and when you can mix them properly, the result will be outrageous.
