This is the worst case of keyword stuffing i have ever seen!
Have a look at the bottom of the site baseltattoo.com
They even rank very well on many of the keywords, but are now reported to Google

if you do not like sites and want to try to get them delisted it is not a good idea to send them links from a popular strong site such as this forum.
you probably want to delink that link

As to reporting it to Google. Don's expect too much.

if you are using throw away type domains then why not copy, but on sites that you build for long term i would not recommend placing ratty and shoddy looking text all over it.
reporting to google is a waste of time generally, but if it makes you feel good then do it.
the reason you can get screwed is that works today may not work tomorrow

if you see some type of spam that works
you can figure out a way to use a little bit of what they are doing
and make not so spammy

google doesn't remove sites manually because of that sort of spam. if they do, it's a very, very rare exception.
generally they just try to research how they're spamming and incorporate filters in the following updates.
