PR is really a complex thing, especially nowadays. For example, sometimes you may find topics and threads about folks shouting luod about their recent websites PR increase while many other folks may completely be unaware of any updates.

The other point is that sometimes you may find your website's PR increased but your traffic decreased.

means high PR proves that there are related site linking to you, traffic decrease when there are no users visiting your site.
