I did not see how to even open your forum from your webmasters forum site.

make it easy for people to do what you want them to.

why don`t you write few articles, or atleast ask some senior guys to submit their articles, you of course will put a bylink there.

And you can help newbies like me by pointing out at your forum pages when we are in some problem etc.
This all will take time, but one thing is sure you will start getting quality visitors there..

buy ppc ads or get lots of links to you with your keywords in the link text
