Ranking high in SEs higher page rank?

Does ranking high in search engines raise page rank? For example, a site that is created for a long tail keyword like... " I need to fix t.v."

If a site ranked number 1st on google for that keyword phrase with a low page rank of 0, would that raise the site's page rank by being high on search engines?

No. SERPs rankings doesn't affect the PR of a site. I mean, even if you rank number one for a particular keyword or key phrase, it will not improve your PR.
Page Rank is a value (1-10) given by Google to a web page based on the importance of that particular page. It is determined by the number of incoming links/back links of that web page.

According to the PR formula ranking has no direct impact on PR . However, if a site rank number 1 in Google definitely will get traffic and that in turn will pass value to PR. PageRank of a wepage depends on multiple factors i.e number of backlinks, number of outbound links, quality of content and number of visitors coming on that page.

Therefore, Ranking can help in PR to some extent.

PR depends on number of inbound links. PR is all about backlinks

PageRank is like a popularity tally. Each site that links to you with a do-follow link casts a vote (proportional to it's PR) for your site. The more such "votes" you have, the higher your PR becomes. PR alone does not directly result in high rankings, and vise-versa.

No dear if you get No. 1 in search engine ranking on particular one keyword so it will not effect your page rank....google gives on rank to each and every way page...and is that other factors to get page rank...

In short page rank is not related to search engine ranking....

Only if people see the site at #1, then think it's good and link to it. Just being at #1 wouldn't do it.
