H1 is the first heading on each of your web pages. Google places high importance on the first major heading on a page. It more of the headline to make crawlers recognize what the entire content is about..its like a summary of everything...the news flash of the content..i mean with the <h1> alone you could tell what the page is about.. So its highly probably that your primary keyword would be or at least should be mentioned on the <h1> line..on terms of <b>,<u>, etc...its just a way of showing the importance of the word from the content..giving it more of a hype and value compared to the other keywords..
As for their corresponding number..
<h1> the highest level of importance to <h6> being the lowest level on importance...

dude, what you mentioned was just a part of the on-page strategy..
you should also apply off-page optimization..
there are two types of optimization namely:
off-page optimization and
on-page optimization
both are equal significant factors..you need both to be successful..
