Do you think submitting to directories is effective?

Now i have submit my site to lots directories, and i have a question,is it effect? You know some of them need you add his link in your site, and some of them need money, if i add it free, maybe i need wait for a long time and at last it could not add mine.
And i 'm puzzled whether there have people log in the directory site to see it?
So i think maybe it just wast time. Right?
