What is is considered to be dublicate content?

When you go to the video section of my site, you can download a video directly from the page.

Now, since 90% of the traffic is in the video section and giving me 20.000 pageviews a month, i have thought about instead of having a direct link to the file, i will rather have the link to a site where it says "Download video here" so that i in theory get 40.000 pageviws a month on that section with the same amount of visitors.

But having 100 sites that only say "Download Video Here"... will that be considered dublicate content?

what else is on those pages of those sites? are all the links pointing to the same file?

all the titles are the same, as with the text, but all pointing to different files, and the sites them selves have different file names

A short phrase like "download video here" would not be considered duplicated content. I full article word for word about seo would be. There isn't a fixed line, it's common sense.

if all of the page text and all of the page titles are the same on thousands of pages some of that might get filtered as duplicate content
