I don't have any idea how to ping a website or blog?
Can you brief me the process for pinging the site/blog?
Does it required and software for pinging?

1. Find a site that offers blog pinging services such as autopinger.com
2. Input the URL of your blog that you want to ping.

And there you go.

I think it is, just as long as you don't do it every minute of everyday.

Aside from autopinger.com , you may also try to use pingomatic.com - a service used to update different search engines that your blog has updated.

IMO, ping is safe for Google as long as you ping your blog if you have updated its content.

Google has also provided pinging service for blogs. See this: http://blogsearch.google.com/ping

Yah, there's some existing software that could do the pinging for your blog, but not a requirement though. Imo, doing manual submission is far better than pinging by an automated software since you're more in control of the pinging. just follow what Mentor zeruel posted .

if site is UP then it will show IP otherwise No

I am not talking about IP ping to check the internet connection check. I am talking about ping for content updates.

Well, if you blog is on Wordpress then i don't think you need to ping the site. Wordpress itself has default setting for pinging the sites. like yahoo and msn.
