Use yahoo or http://seopro.com.au/free-seo-tools/link-checker/ seopro is a nice tool showing the PR of backlinks,anchor and if they are dofollow or not.

yes google webmaster tools seems to be the most thorough
but i like to do backlinkwatch as well from time to time.
plus yahoo seems to give a pretty good number, though you can only check those first 1000 backlinks (same with backlinkwatch)

For me I used tool for backlink monitoring are backlink watch, site explorer and backlink checker.
