Sorry my friend but that's not true, directories are part of link building for all sites and will pass juice if you submit properly your site.

Blog commenting
Forum posting
Social bookmarking
Social networks
Article submission
Press release...

I wouldn't recommend submitting to web directories as your only source of backlinks. Google stopped supporting directory submissions about a year ago when they took that clause out of their webmaster guide. The majority of directories are <PR3 and it is not worth submitting to all of them. In the time people waste submitting to all those low PR directories, I bet they could have found 1 PR6+ backlink which is better than say 50 PR0-PR1 backlinks.

Article submissions to the 'Article Directories' is one of the best resource to get tons of quality backlinks with 'targeted' traffic as well. eZine, Hubpages, Suidoo, GoArticles etc. are the best sources and gives amazing results.
.... and yes, don't forget to leave proper 'keywords' as 'Ancor Text' in these article pages.

Well the question was about backlinks not PR: "How to get many high quality links for my site?"

You are making amalgams between SERPS and PR which is not the same. Google will consider backlinks if they are quality directories, that's why you must do your homework and check the quality of directories before to submit. Now if you submitted on every single directory you see on internet, then Google will reject all low quality directories as backlinks and you wasted your valuable time.

If Google has his "own directory" from DMOZ at http://www.google.com/Top/Reference/Directories/ that's because its worth something like many others

But you are right not all directories provide quality and Google took down a lot of low directories that provide low information and duplicated descriptions hundred times to avoid PR manipulations.

Remember, if your site has a high PR it doesn't mean that you will be in the top10.

A site won't pass pr link juice if it is using nofollow for their outbound link. But as long a a site uses dofollow, it will pass pr link juice wether if it is from directory or forum.

Not going towards complexities, Just create tons of quality and valuable contents.

Do social book marking & do comment posting on Dofollow forums. That will provide good link to you. you have nice self motivation sentence in your signature field.
