You are making amalgams between SERPS and
PR which is not the same. Google will consider backlinks if they are quality directories, that's why you must do your homework and check the quality of directories before to submit. Now if you submitted on every single directory you see on internet, then Google will reject all low quality directories as backlinks and you wasted your valuable time.
If Google has his "own directory" from DMOZ at
http://www.google.com/Top/Reference/Directories/ that's because its worth something like many others
But you are right not all directories provide quality and Google took down a lot of low directories that provide low information and duplicated descriptions hundred times to avoid
PR manipulations.
Remember, if your site has a high
PR it doesn't mean that you will be in the top10.
